POR-15 is a company that makes several rust removing/treatment systems and other coatings and products. It seems to work well and their gas tank restoration system worked great. POR brushed on really self smooths too.
Eastwood and other companies have similar products but not the mesh cloth and putty that POR had.
Wear gloves unless you like black paint on your hands for several weeks. POR-15 wont come off clothes.
I've heard of a lot of guys using on their projects to seal and insulate inner floor boards, undercarriages, etc. Not once have I heard anything bad about their products. I haven't used it myself, but just based on how much positive feedback I've seen and heard, I'd use it on my car.
I also cleaned each wheel well wall on the Bug and then coated them with POR-15 to seal them up and then had the final Sea Blue paint color put over that when the bug got painted. Looks nice. Ill post a few pictures soon.
I put a rubberized undercoating on the underside of the fenders though for a thicker barrier to keep any rocks that get thrown up from the wheels from dinging through to the top side of the fenders.
